Stage 1 - Drought Restrictions

Upper Trinity Regional Water District, the Town of Providence Village’s wholesale water supplier, has implemented the Drought Contingency Plan, Stage 1, which will remain in effect until further notice. Stage 1 of the of the plan limits use of automatic irrigation systems to twice per week and prohibits watering between the hours of 10am and 6pm. The goal of Stage 1 is to achieve an overall reduction of water usage of 5%. Thank you for your cooperation in preserving a precious resource we all depend on in our daily lives. The lack of meaningful rainfall, continued hot dry conditions and overall growth and development are leading to higher-than-normal water use among Upper Trinity’s Customers.

Drought Emergency Response Plan consists of three stages. The first stage is “Stage 1 - Water Watch” which is trigged when UTRWD has announced a water watch, water demand has reached or exceeded 80 percent of delivery capacity for three consecutive days, water demand is approaching a level that will reduce delivery capacity for all or part of the distribution system, or the water supply system has a significant limitation due to failure or damage.

The goal of this Stage 1 is to raise public awareness of potential drought and water emergency problems and to reduce water use by 5 percent. This reduction is achieved through various methods such as limiting landscape irrigation, avoiding waste during recreational use and education on other ways to reduce water use. The Water Watch stage may terminate when UTRWD terminates the stage 1 condition or when the circumstances that caused the initiation of stage 1 no longer prevail.

The second stage is “Stage 2 - Water Warning” which is trigged when UTRWD has announced a water warning, water demand has reached or exceeded 85 percent of delivery capacity for three consecutive days, water demand is approaching a level that will reduce delivery capacity for all or part of the distribution system, the water supply system is unable to deliver water at normal rates due to failure or damage, or a significant deterioration of the water supply has occurred.

The goal of Stage 2 is to reduce water by 10 percent. This reduction is achieved through various methods such as encouraging retail customers to wait until current drought or water emergency situation has passed before establishing new landscaping, reduction of internal water use by the Town, announcement of enforcement efforts and penalties for noncompliance. The Water Warning stage may terminate when UTRWD terminates the stage 2 condition or when the circumstances that cause the imitation of stage 2 no longer prevail. Upon termination the first stage will be initiated unless otherwise announced by the Town or UTRWD.

The third stage is “Stage 3 - Water Emergency” which is triggered when UTRWD has announced a water emergency, water demand has reached or exceeded 90 percent of delivery capacity for three consecutive days, water demand exceeds the delivery capacity for all or part of the distribution system, the water supply system is unable to deliver water in adequate quantities due to failure or damage, interruption of one or more water supply sources, or natural or manmade contamination of the water supply source threatens water availability.

The goal of Stage 3 is to reduce water use by 20 percent if not more. This reduction is achieved through various methods such as the prohibition of outside irrigation and the filling or refilling of swimming pools, implementation of rate surcharge on retail usage, and increased enforcement activities. The Water Emergency stage may terminate when UTRWD terminates the stage 3 condition or when circumstances that caused the initiation no longer prevail. Upon termination the second stage will be initiated unless otherwise announced by the Town or UTRWD.
